SUMMARY:Chrodis Plus Online Conference on Chronic Diseases
DESCRIPTION:ON BEHALF OF JOINT ACTION CHRODIS PLUS\n WE WOULD LIKE TO THANK YOU FOR YOUR PARTICIPATION AT THE CONFERENCE\nKey conference materials will be made available soon here. \n[table id=30 /]\nPRESS RELEASE\nOver its 3-year lifespan\, the aim of CHRODIS PLUS Joint Action (2017-2020) was to support Member States in overcoming the burden of chronic diseases by promoting policies and practices that have proved successful in the past. Further refinement and EU cross-border sharing of these tested policies and good practices has been the core idea behind this pan-European project. \nCHRODIS PLUS has implemented 21 pilot projects aimed at testing tools and good practices for certain chronic diseases\, and held 17 policy dialogues (15 national and 2 EU-level ones). It has brought together over 50 partners from 21 European countries. \nAll good things come to an end: CHRODIS PLUS held its closing online conference on 27 October 2020. \nThis conference illustrated the impact that CHRODIS PLUS has had on public health systems across EU member states over the past 3 years. It focused on showing how the good practices\, models and tools implemented by the project can be tailored to various national and local settings across Europe. \nThe conference’s presentations and roundtable discussions were structured around the project’s key focus areas: \n\nHealth Promotion & Primary Prevention\nAn Integrated Multimorbidity Care Model\nFostering Quality Care for People with Chronic Diseases\nICT-based Patient Empowerment\nEmployment & Chronic Diseases

SUMMARY:Closing the evidence-practice gap on NCDs: Translation\, transfer and sustainability for comprehensive responses across Europe
DESCRIPTION:The session is part of the online conference ‘EHFG 2020: Dancing with elephants: New partnerships for health\, democracy\, business’ organized by the European Health Forum Gastein. \n \nOn the surface\, the steps to closing the gap between research findings and existing clinical practice are simple: 1. Identifying good practice; 2. Piloting; 3. Scaling-up. However\, promising initiatives – and the big players overseeing them – often get stuck at the first step. At the same time\, mechanisms like crowdfunding and startups have proven to mark a shift from the few major players towards community driven initiatives\, often based on ideas and passion. \nThis session will showcase how ideas and passion on a small scale can be transferred to cross-national learning while respecting national interests\, and explore the success factors to piloting\, transferring and sustaining good practices that benefit patients affected by chronic disease. We will showcase outcomes of the CHRODIS+ Joint Action\, focused on supporting Member States in scaling up practices aimed at reducing the burden of non-communicable diseases\, and discuss how learnings on both the successes and barriers from the Joint Action can be taken forward to help health stakeholders achieve policy impact in the future. Join us to be guided through the potential dancing steps of ambitious partnerships in the battle against chronic disease!

SUMMARY:Chrodis Plus Policy Dialogue in Hungary
DESCRIPTION:The Chrodis Plus policy dialogue held in Budapest\, Hungary on 18 February 2020 has addressed the role of AI and BI solutions in medical decision support solutions. \nNational screening programs are potentially the most profitable public services in the health system\, with the highest per-unit cost. There is a strong social interest in the efficient running of programs\, so it is vital to incorporate state-of-the-art IT solutions as widely as possible. During the dialogue\, participants looked at two options for information technology: \n\n Technology assessment and regulatory environment\n Artificial intelligence and deep learning algorithms\n\nArtificial intelligence solutions can play a primary role in evaluating the results\, supporting medical decision-making and improving the effectiveness of screening programs. Numerous publications are available that corroborate the diagnostic effectiveness of deep learning algorithms\, primarily in medical imaging\,  but also in other medical decision areas. During the dialogue\, we assessed which programs could be assisted by AI\, what the prerequisites are\, how we can create a training database that supports algorithm development\, and how we can build an IT infrastructure capable of serving a national program. \nThe medical application of artificial intelligence also raises new regulatory issues. There are many situations in which artificial intelligence decides whether a person’s condition requires medical attention. For example\, remote monitoring of patients with chronic illnesses\, where processing large amounts of data without computer support is unthinkable. Regulating the application of AI technology and clarifying liability issues give legislators tasks. AI also poses new challenges in technology assessment procedures. AI as a decision making support for medical staff can contribute to the detection of chronic diseases at an early stage\, thus alleviate national healthcare systems from the burden of treating acute chronic diseases. AI is based on extracting knowledge from massive pools of data\, which demands the creation of data pools at national or international level. This needs government interaction at three levels:  \n– IT infrastructure: sound IT systems collecting\, storing and distributing data \n– Process management: well designed patient pathways that allow an optimal access of patient to screening supported by AI \n– Legal regulations: a transparent legal background including data protection regulations\, a transparent distribution of access rights to data \n  \nDetailed report about the event will be added to this page by 18 March 2020. \n

This is a crucial issue for European and national policy makers\, patients\, NGOs\, academies\, and civil society which need legal\, social\, political and technical tools to face the challenge. Relevant stakeholders need to be encouraged to implement actions on the employment and chronic conditions at European and national level. The European Union has a significant role to play in supporting and encouraging national labour reforms\, sharing innovative ideas and helping to create successful policy frameworks. \nQuestions for the Round Table discussion \n\nWhat are the practical steps for EU policy to support employment for people with chronic diseases and to address the impact of chronic diseases in the employment sector?\nHow can the EU support health promotion and disease prevention in the workplace for people with or at risk for chronic conditions?\nCan policies and implementation of best practices tackle the employment sector as an area where care of people’s health should be improved?\nHow can EU Policy support the implementation of the TOOLBOX: Training Tool and Toolkit?\nHow can the Chrodis Plus Training Tool and Toolkit promote or support existing European policies on inclusion and work ability of people with chronic conditions?\n\n\n\nAims of the EU Policy Dialogue on Employment and Chronic Conditions: \n\n\n\nbring together EU stakeholders for a common understanding of the benefits of the workplace inclusion\, integration and reintegration of people with chronic conditions\,\npresent the Chrodis Plus Toolbox on Employment and Chronic Conditions developed within the EU Joint Action CHRODIS PLUS. SUMMARY:Spanish Policy Dialogue in Madrid
DESCRIPTION:  \nOn the 10th of June 2019 the Spanish Policy Dialogue took place in Madrid\, Spain. Please find detailed information and pictures about the event below. \n  \nTitle of the policy dialogue:  \nALTERNATIV35. Health Impact Assessment. Alternatives for effective implementation of Article 35 of the Spanish Public Health Act 33/2011 \n  \nExtended explanation:  \nThis policy dialogue focused on Health Impact Assessment (HIA). HIA is a useful tool for evaluating health policies but also for increasing awareness about the Health in All Policies approach and for boosting inter-sectoral collaboration. \nThe goal of this policy dialogue was to consider the integration of HIA into environmental projects and policies\, thus enhancing collaboration between the Ministry of Health\, Consumer Affairs and Social Welfare and the Ministry for the Ecological Transition. \n  \nGeneral Intro to CHRODIS PLUS Policy Dialogues: \nThis is the summary of one of the 17 policy dialogues organised under the Chrodis PLUS Joint Action. For a summary of all Policy dialogues please visit the chrodis.eu/policy-dialogues webpage. These dialogues are to serve as inspiration for policy makers in other countries who are seeking good practices to consider when planning their own national policy dialogue processes. \n  \nProblem identification: \nThe specific question for this policy dialogue was to elucidate which would be the most effective way to implement in practice HIA in all Spanish Regions and therefore developing Article 35 of the Spanish Public Health Act 33/2011 that mandates that selected regulations\, plans\, programmes and interventions with an impact on health are subjected to HIA. \n  \nWhat is the primary reason for choosing this topic in your country? \nArticle 35 of the Spanish Public Health Act 33/2011 does not specify which policies are eligible for HIA. Additionally\, underway of finished policies are not eligible for HIA. However\, their evaluation would provide useful information to policy makers. \nFurthermore\, the Act does not mandate to specifically use HIA methodology (or whether other methodologies are eligible).   HIA might be useful for evaluating some policies but others are not subjected to HIA. Other useful methodologies should be taken into account. \nEnvironmental Impact Assessment (EIA) was already underway and mandatory. A debate among experts about integrating HIA into EIA as an effective solution is underway and some Spanish Regions are already implementing this approach. \n  \nThe policy dialogue process: \nA high level meeting with the participation of the Secretaries of both Ministries took place. The main dialogue was held between the General Director of Public Health and the General Director of Environmental Quality. After introductions by the representative from EuroHealthNet\, and the other two keynote speakers from the General Directorate of Public Health\, Quality and Innovation\, the dialogue answered to the following questions: \n·       Health and Environment are intimately related factors. What is your perception of such relationship? \n·       How can we improve the integration of health into environmental policies and into EIA? \n·       What is your opinion of the recommendations for HIA included in the document “Proposals towards effective Health Impact Assessment”? Which specific measures would you prioritize to effectively integrate health into environmental policies? \nAfter the discussion it was agreed to accept the recommendations of the document “Proposals towards effective Health Impact Assessment” and to create an Inter-Departmental working group to tackle the above mentioned topics. \n  \nKey stakeholders: \nPolicy makers: \nBoth Secretaries introduced the policy dialogue to the audience and the general directors held the dialogue \nHugo Morán. Secretary of State of Environment\, MITECO. \nFaustino Blanco. General Secretary of Health and Consumer Affairs. MSCBS. \nFrancisco Javier Cachón. The aim is to generate practical and policy level lessons to support Member States in tackling the burden of chronic diseases. During its 36 months of operation\, this project contributes to the reduction of this burden by promoting the implementation of policies and practices that have been already successfully tested. The further refinement and cross-border sharing of these tested policies and good practices across EU countries is the core idea behind this action. \nThe CHRODIS PLUS Budapest Conference on 14-15 May has been one of the key events in this project where over 180 chronic disease experts arrived from 26 countries to discuss and provide feedback on the real-life experiences project partners have gained during the initiative’s first 20 months. This conference demonstrated the impact that CHRODIS PLUS has on public health systems across EU Member States with a special emphasis on proving that the good practices\, models and tools that the project implements can be tailored to various national and local settings across Europe. The conference’s presentations and roundtable discussions were structured around the project’s key focus areas: Health Promotion & Primary Prevention\, an Integrated Multimorbidity Care Model\, Fostering Quality Care for People with Chronic Diseases\, ICT-based Patient Empowerment\, and Employment & Chronic Diseases.   \nMore information about our work is available at the CHRODIS PLUS website: https://prescribeddrug.org/our-work/ \n  \n \n

SUMMARY:Policy dialogue in Portugal on the Advertisement of Food and Beverages to Children
DESCRIPTION:A Policy Dialogue was held\, on the 30th of January\, at the Directorate-General of Health of Portugal. This meeting was focused on the Advertisement of Food and Beverages to Children. The main objective of this Policy Dialogue was to gather a group of national stakeholders\, in order to find ways to tackle this issue at a national level. \n\nIn this Policy Dialogue it was possible to shed a light on what each entity has done regarding this issue; to get to know what areas each entity considers more relevant\, within this issue and to discuss the most effective way of regulation – regulation vs. self-regulation. \n\nThere was also an identification of the main barriers regarding the regulation of Advertisement of Food and Beverages to Children. Additionally\, each entity stated their availability to develop new actions to tackle this issue in an intersectoral way. Afterwards\, there was a debate to define a strategy towards the conclusion of the legislative process on the Portuguese Advertising Code that is already ongoing.  \nThe Portuguese policy dialogue fits neatly with the Chrodis+ aim of adopting health promotion and primary prevention strategies as the best way to reduce the burden of chronic diseases. In this case it is through improving the environment that children and young people grow up in by maximising their opportunities to live long\, healthy lives by focussing on health dietary practices.\nAll entities present in this Policy Dialogue were directly or indirectly working on issues related to this subject. In general\, all entities agree with self-regulation but consider that it should coexist with regulation. It was said that the role of Health Literacy may be preponderant in changing behavior amongst children\, young people and families. Regarding perceived barriers\, digital media brings new challenges for the regulation of advertised content. Furthermore\, the measures to be applied must focus not only on the media and digital platforms\, but also on actions that attract children and young people\, such as festivals\, merchandising\, sporting events\, among others. It will be important to use digital influencers as partners for promoting healthier food choices and the “counter advertising” method may be a very important debunk to demystify myths about traditional advertising. \n\nThe next steps for Portugal will be to create a working group with the main stakeholders for the conclusion of the alteration of the Portuguese Advertising Code; and\, regarding communication\, to define several actions of Health Literacy for children\, youth and families\, through positive messages. \n[Best_Wordpress_Gallery id=”24″ gal_title=”Portugal Policy Dialogue_30 Jan 2019″]

SUMMARY:Work package 7 workshop on interim follow-up
DESCRIPTION:Focus of the event: Ensuring that implementation projects meet patients’ expectations\, empower the target population and train to promote empowerment \nEvent organised by the European Patients’ Forum \nThe workshop took place on December 3rd – 4th 2018 in Belgrade\, Serbia \nObjective of this workshop was to set standardized pathways for the implementers of the Quality Criteria Recommendations Tool and to prepare them to successfully run the study visits that will take place in 5 implementing countries in 2019. Study visits are an important step in the implementation process. During the workshop in Belgrade\, the details of the site visits were thoroughly planned\, to ensure that patients are involved meaningfully in the process. \nQCR tool will be tested at 8 locations in 5 countries: Slovenia\, Serbia\, Croatia\, Finland and Greece.  Click here to see the description of this tool. \nThe agenda and the concept of the workshop is available here.  \nRationale\, objective and methods are described here along with the expected outcomes and recommendations in the nutshell. \nPatient involvement and patient empowerement has always been one of our focus areas as the patients are in the centre of our implementation projects. If you want to learn more on aspects and various dimentions of empowerment\, click here and learn more. \nAnd last but not least\, here you can find the Key Recommendations for Future Implementations. This presentation contains the SWOT analysis that focuses on enablers and barriers related to the implementaion. This excercise preceded the finalization of Pilot Action Plan as the essential tool for future operational planning and monitoring. \nAn important step of the implementation process is a site visit at these 8 locations during the first half of 2019 by a group of experts including the leaders of this work package. \nDuring this workshop\, the details of these site visits were planned thoroughly. The study visits were designed from a patient/person perspective to assess if the pilot activities meet patients’/persons’ expectations with a special emphasis given to the respective QCR Tool\, on empowering the target population\, as well as education and training to promote empowerment. \nValentina Strammiello\, Senior Programme Manager from  EPF commented on the event: “The WP7 Workshop was of key importance for the implementation phase of CHRODIS + project in general and specifically for the work undertaken in WP7. The objective of the Workshop was to set standardized pathways for the implementers of the QCR Tool and to prepare them to successfully run the study visits that will take place in the 5 implementing countries in 2019. Good practices and lessons learnt were shared among the stakeholders and next steps were planned.” \nFurther meetings of this working implementation group will continue in March and in April and we are happy to keep you updated! \n  \n \n

SUMMARY:SITE VISIT IN SEVILLE - Understanding the implementation of the Multimorbidity Care Model at a primary care centre
DESCRIPTION:Context: On November 20 and 21\, two important meetings were organised by CHRODIS PLUS at the Andalusian Health Service (SAS) headquarters in Seville: a workshop by Work Package 4 – Integration to National Policies and Sustainability\, and then the Executive Board meeting. After the Executive Board meeting\, members of the EB visited a primary health centre in Seville. \nSite visit to the Primary Healthcare Centre Las Palmeritas \nThe aim of the site visit to the Primary Healthcare Centre Las Palmeritas was to provide a better understanding the selected Andalusian approach for the pilot implementation within the Work Package 6 at regional level. Work Package 6 focuses on the implementation of Integrated Care Model for Multimorbidity at 5 pilot sites in Europe\, including Seville. \nThe Work Package 6 pilot implementation in Andalusia addresses component-4 (individualized care plans) of the Integrated Care Model for Multimorbidity-ICMM developed during the former Joint Action Chrodis. The general purpose of the intervention in the pilot is the assessment of the influence of the systematized application of individualized and comprehensive care plans to complex chronic patients\, within the framework of the Andalusian Public Health System strategies at primary healthcare centres. \nDuring the site visit\, first a general overview of the Andalusian Public Health System-APHS was provided by the Regional Ministry of Health of Andalusia (CSJA) project coordinator (Dr Ana Carriazo) Then the Director of the Primary Health Centre (Dr Inmaculada Gabaldón) presented how the Integrated Care Process ‘Healthcare for Multimorbidity Patients’ works in practice at the centre. She also analysed how this work is in line with the Andalusian comprehensive health plans and strategies: mainly the ‘Comprehensive Healthcare Plan for Patients with Chronic Diseases’\, the Andalusian ‘Comprehensive Care Strategy’ and the ‘Andalusian Plan for Primary Healthcare Renewal’. A fruitful debate among participants to clarify the particularities of the Andalusian model was also organised. The event ended with an on-site visit to the premises of this healthcare centre. \n \nAdditional information in Spanish: \n\nProceso Asistencial Integrado ‘Atención a pacientes pluripatológicos’ [The Integrated Care Process ‘Healthcare forMultimorbidity Patients’]\n\nhttps://juntadeandalucia.es/export/drupaljda/salud_5af1956d9925c_atencion_pacientes_pluripatologicos_2018.pdf \n\nPlan Andaluz de Atención Integrada a Pacientes con Enfermedades Crónicas – PAAIPEC [The Comprehensive Healthcare Plan for Patients with Chronic Diseases]\n\nhttps://juntadeandalucia.es/organismos/salud/areas/planificacion/plan-integral/paginas/paier.html \n\nEstrategia de Cuidados de Andalucía: nuevos retos en el cuidado de la ciudadanía – PiCuida [Andalusian Comprehensive Care Strategy].\n\nhttp://www.sas.junta-andalucia.es/contenidos/gestioncalidad/estratcuidados/estrategia_enero_2016.pdf \n\nPlan para la Renovación de la Atención Primaria en Andalucía [The Andalusian Plan for Primary Healthcare Renewal]\n\nhttp://www.sas.junta-andalucia.es/principal/documentosacc.asp?pagina=gr_renovacionap
